No, the real question is, "What are the best ALL TIME CARTOONS?"! Now, that is a difficult question. After much research and consultation with AW's Daddy, the following can be unveiled for certain.
At place number 10, Mickey Mouse. A generally sweet character who has undergone few artistic alterations since the 1920s, Mickey arrives at number 10 due in large part because of his historical position as the first successful cartoon where sound and image were merged at the beginning of "talkies".
Another favorable attribute of Mickey was that he introduced the world to the Mickey Mouse Club and Annette, the girl who made millions of prepubescent boys say "I don't know what it is about her but I like it..." Unfortunately, like all good things, the Club also introduced us to decidedly unwholesome Anti-Annettes such as Britney Spears, Justin No-Talent Timberlake and the annoying Christina Aguilera. Surely we cannot blame that on Mickey, nor on Walt Disney who died nearly 30 year prior to those abominations.
But as famous, wholesome and clever as Mickey was, he wasn't the best: Position #10 on the countdown.

Have you actually outlined who's got the other spots in the top 10? I say that's a hard call to make! But I sure hope there's some sufferin' succotash somewhere. And Foghorn Leghorn.
I do indeed have it mapped out, but not written yet. I cheat in a couple of places. Or at least I commit the prose equivalent of running past the cliff edge, realizing it and running back.
